Regression: [MD Settings] Unnecessary focus get lost from iron-icon under 'Languages' section.

Issue description

Chrome Version: 56.0.2899.0 (Official Build) bb7071018e1fd8bf223b8ffff660883b7d17278d-refs/heads/master@{#426989} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and go to 'Languages' section.
2. click any three dot menu iron-icon under 'Language' section to open it.
3. Select any option (For Ex: 'Move down') from menu list and observe the focus.

Focus get lost on selecting any option from menu list. 
Focus should not get lost on selecting any option from menu list.

This is a regression issue broken in M-56 series, below is manual regression range.

Good build: 56.0.2891.0
Bad build: 56.0.2894.0

Using the per-revision bisect providing the bisect results,
Good build:56.0.2891.0Revision: 425529).
Bad build: 56.0.2894.0(Revision:425838).

You are probably looking for a change made after 425533 (known good), but no later than 425534 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
