Regression: [MD Settings] Unnecessary focus get lost from iron-icon under 'Languages' section.

Issue descriptionChrome Version: 56.0.2899.0 (Official Build) bb7071018e1fd8bf223b8ffff660883b7d17278d-refs/heads/master@{#426989} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings page and go to 'Languages' section. 2. click any three dot menu iron-icon under 'Language' section to open it. 3. Select any option (For Ex: 'Move down') from menu list and observe the focus. Focus get lost on selecting any option from menu list. Focus should not get lost on selecting any option from menu list. This is a regression issue broken in M-56 series, below is manual regression range. Good build: 56.0.2891.0 Bad build: 56.0.2894.0 Kindly review the attached screen-cast for reference.

You are probably looking for a change made after 425533 (known good), but no later than 425534 (first known bad).
