PDF Viewer: Links to other PDF not or badly handled

Issue descriptionChrome Version : 54.0.2840.71 (Build officiel) m (32 bits) on Windows 10 URLs (if applicable) : http://unesdoc.unesco.org/images/0023/002302/230282e.pdf http://unesdoc.unesco.org/images/0021/002181/218189E.pdf#page=23 Other browsers tested: Safari: not tested Firefox: FAIL but fixed in last version of pdf.js, due in Fx 52 IE: OK (using Adobe Reader, embedded in IE) What steps will reproduce the problem? (1) open the given URLs above What is the expected result? Some document codes (e.g. 37 C/5, 189 EX/Dec.15 in first example) are links to other documents (relative links to PDF, not HTTP) They should be underlined, the cursor should switch to a hand over them and clicking should drive to the target document with or without a named destination What happens instead? The links are generally not processed Worse, if the target of the link mentions a destination that exists in the source document, Chrome PDF viewer drives to this destination inside the source document, which is meaningless (see 2nd example, under "35 C/Resolution 36")
