Webrtc api missing label on MediaDeviceInfo objects from enumerateDevices call

Issue description

Steps to reproduce the problem:
1. Open https://chuan9.github.io/ using chrome

What is the expected behavior?
There should have some labels for MediaDevice

What went wrong?
No labels

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: m54  Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 23.0 r0

Labels are only exposed after the user approves the user media permission. Your page never asks for such a permission (the getUserMedia call is commented), so you are not supposed to see the labels. Once approved (I manually approved), the labels are revealed.
(I tried this on desktop)

Do you expect the see the labels without a permission?
