Swipe to go back preview on HiDPI touchscreen computers is low-resolution/blocky

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.21 Safari/537.36

Steps to reproduce the problem:
1. Open a web page on a HiDPI touchscreen computer operating at anything above 100% scaling (e.g. Surface Pro 4)
2. Swipe the current page to the left, revealing the preview

What is the expected behavior?
The page preview should be crisp, and rendered at 200% display scaling

What went wrong?
The page preview is blurry and blocky. See screenshot.

Unable to reproduce this issue on Windows-10 Dell-M3800 HiDPI using chrome latest M55-55.0.2883.21 by following steps mentioned in the original comment. Observed no blurriness while swiping the page left.

Reporter@ - Are you seeing the same behavior on incognito mode as well? If no, please create a new profile under chrome://settings with no apps or extensions in your browser.

This does happen in incognito as well with a clean profile. Please note that I am at 200% scaling, and not 250% scaling like your screenshot.

Reporter@- Still the same, Unable to reproduce the issue scaling at 200% as well, As per comment #2 I guess this is mostly seen because of some third party apps or extensions. Could you please confirm the same by rechecking this issue on chrome latest beta #55.0.2883.59 in a new profile with no apps or extensions.
