Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.21 Safari/537.36 Steps to reproduce the problem: 1. Navigate to a page on a touchscreen Windows computer (Surface Pro 4 in my case) 2. Use the swipe-to-go-back gesture to navigate to the previous page 3. Try scrolling using the mouse wheel or a trackpad gesture What is the expected behavior? Scrolling using a mouse wheel or using two fingers on a trackpad should still work What went wrong? Notice how scrolling using a mouse wheel or two fingers on a trackpad doesn't work, and the only way to scroll is with the touchscreen Did this work before? Yes Chrome 54 Beta Chrome version: 55.0.2883.21 Channel: beta OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0

This still happens on a surface pro 4 after I have reset my profile, albeit inconsistently. See this video (Can't attach due to filesize restrictions): https://my.mixtape.moe/lwvokc.mp4

In addition, I actually can reproduce this on toolsqa.com after swiping back and forth a few times.

Sounds like this issue related to specific hardware(surface pro 4), Requesting MTV team to look in to it.
