Mouse/trackpad scrolling breaks when swipe-to-go-back is used

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.21 Safari/537.36

Steps to reproduce the problem:
1. Navigate to a page on a touchscreen Windows computer (Surface Pro 4 in my case)
2. Use the swipe-to-go-back gesture to navigate to the previous page
3. Try scrolling using the mouse wheel or a trackpad gesture

What is the expected behavior?
Scrolling using a mouse wheel or using two fingers on a trackpad should still work

What went wrong?
Notice how scrolling using a mouse wheel or two fingers on a trackpad doesn't work, and the only way to scroll is with the touchscreen

Did this work before? Yes Chrome 54 Beta

Chrome version: 55.0.2883.21  Channel: beta
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Unable to reproduce this issue, we tested this issue on windows 10 (Dell laptop with touch screen)machine with chrome version beta 55.0.2883.21 


These are steps i followed in order to reproduce the scenario

(1) Launch google chrome 
(2) Navigate to "toolsqa.com"
(3) Then navigate to Demo Sites > Automation Practice Switch Windows
(4) Then using the following swipe gesture "----->" i am able to navigate to the back page(i.e Home page).
(5) In the Home page i am able to use the USB connected mouse to scroll down & up the page.

Please check the attached screencast 


Could you please try this scenario with clean profile without using any apps or extensions in your browser and let us know your observation.

This still happens on a surface pro 4 after I have reset my profile, albeit inconsistently. See this video (Can't attach due to filesize restrictions): https://my.mixtape.moe/lwvokc.mp4

In addition, I actually can reproduce this on toolsqa.com after swiping back and forth a few times.

Sounds like this issue related to specific hardware(surface pro 4), Requesting MTV team to look in to it.

The issue seems fixed in the latest Chrome beta.
