Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36 Example URL: Google Searches in General, no specific URL identified at this time. Steps to reproduce the problem: 1. Go to google.com and search anything, literally. 2. You need to connect via WIFI - where the range is limited. (2-3 Bars) 3. What is the expected behavior? You should see a message that says "Error: Change in Network Detected" What went wrong? The webpage I am trying to view will not load, unless I manually restart my WIFI driver. Did this work before? No Chrome version: 54.0.2840.71 Channel: stable OS Version: 6.3 Flash Version: Shockwave Flash 23.0 r0 I've tested this in Internet Explorer, and at the same time, I do not get an error from that browser, leading me to believe that this issue is isolated to Google Chrome. My Version is up to date as of 5:20PM EDT 10/23/2016

Could you please an chrome://net-internals/ log? Instructions: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details (What we need to know is what protocol is in play here - QUIC, HTTP2, or HTTP/1.x, all handle network changes differently)

Thanks! Look like you're running into this issue while we're using QUIC.

Huh, I don't see any network change signals or ERR_NETORK_CHANGED in the log. Did you start collecting the log before you received the "Change in network" error, and stop it afterwards? Can you take a screen captive of the "Change in Network" error?
