Project Member Reported by primiano@chromium.org, Oct 23 2016

Issue description

Personal MacBook Pro 13
Chrome beta 54.0.2840.59
URL: http://www.tomshardware.co.uk/forum/291194-32-black

Page has a bunch of ads
scrolling is consistently janky, even waiting several seconds after load. Sometimes I get into the single digit fps.
Site scrolls smoothly on Safari.

Looks like we're scrolling on the main thread and there's lots of JS running all the time. Someone should look at why we're forced to handle the events on main, perhaps the passive event listener intervention will help here?
