Keyboard shortcuts overlay does not reflect layout for some layouts |

Issue descriptionVersion: 56, but according to https://productforums.google.com/forum/#!topic/chromebook-central/q8Mqx6VAhlI this has been happening for a while 1. chrome://settings/languages 2. add an input method, e.g. Dutch (Nederlands) => Belgium keyboard 3. switch to the input method: Ctrl+Shift+<Space> 4. open the shortcuts overlay (Keyboard settings => View keyboard shortcuts) Expected: shortcuts overlay matches Belgium AZERTY keyboard. Actual: shortcut overlay shows QWERTY keyboard. This does not happen for all input methods, but for many.

The Russian Phonetic keyboard has the same problem. Overlay shows the ФЫВА keyboard instead of the АСДФ. And since Chrome's АСДФ keyboard has a different layout from the norm, Google Image search doesn't help.
