Menus/tool tips appearing on laptop screen only, in two-monitor mode set up with xrandr

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1.A)open any menu (right click, favourites bar, control)
  B)Hover cursor over item for tool-tip

What is the expected behavior?
Tool tips and context menus to be aligned with mouse
&
All button actuated to be aligned with said button

What went wrong?
Menus/tips appear vertically aligned on laptop monitor with click or button, regardless of which is set as primary

Did this work before? Yes whatever package was available a month ago

Chrome version: 53.0.2785.143  Channel: n/a
OS Version: Debian testing
Flash Version: Shockwave Flash 11.2 r999

I had just upgraded my system from stable to testing last night after not updating anything in a while. I'm certain it's a chromium problem because context menus and tool tips work in every other program, including firefox, thunar, on my desktop/status bar

I had also palyed around with xrandr to see if it was an issue with the primary monitor, and it isn't. 

Chromium+menus/tips always open on my laptop monitor, even when set as secondary.

I found some bugs in 2013 and 2014 with the same problems, but those were for windows.
