Only youtube freezing on my nvidia GPU

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Example URL:
youtube.com

Steps to reproduce the problem:
1. open youtube
2. play any video
3. then try to use seek bar or play/pause

What is the expected behavior?
using seek bar or play/pause in Youtube videos freezes chrome endlessly or sometimes green screen with always buffering animation

What went wrong?
If I try to play any video in Youtube chrome freezes though it works fine if I disable hardware acceleration, also this is happening only if monitor is connected to nVidia GPU port i.e when dedicated GPU is being used, it works fine  while using iGPU (motherboard HDMI port) even with hardware acceleration enabled. I clean installed windows OS and even reassemble whole PC, but no use, in the end I installed an older version of chrome and now it doesn't freeze, and I am tested both older and latest version one by one and only latest build is the one still freezes, so its definitely something with latest version with some compatibility issues particularly and unfortunately with only my PC build. Oh and all other browsers also working fine.

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

I looked it up on internet already and it seem this problem is very rare, very few people had this problem with only particular graphic cards. So I have to report this otherwise don't know which version until this problem would fix.

Unable to reproduce the issue on Windows 10 using latest chrome beta #55.0.2883.28 and the reported version #54.0.2840.71.

Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened you tube.
2. Played a video.
3. Clicked on play and pause button.
4. Observed that video played without any issues.

Reporter@ - Could you please check this issue on latest beta #55.0.2883.28 by creating a new profile without any apps and extensions and please let us know if the issue persist or not.

Here a screen cast for I just tested both the beta and the older v53 build of chrome, first I tested beta version 55 which was having same problem as current stable version, and then the older version 53 which is working fine.
And its not because I have 2 versions of chrome installed I just now installed it to show you guys, before this I had clean installed windows 10 twice problem was still there.

I don't know how to get that GPU details txt file if its needed.

Sorry about that, I tested again, video hangs only if I try to use seek bar, play/pause does not affect playback at all and also doesn't hangs chrome.
The attached gpu detail file is of right after the video froze.

This looks like a hang after media::GpuVideoDecodeAccelerator::OnMessageReceived.
Issue 668825 has been merged into this issue.
Just now updated to Version 55.0.2883.75 m (64-bit), problem still there.
working fine with version 53 though.
I'm having the same issue here, the video in comment 6 describes it best. When I load any video and try to scroll through it the whole browser hangs and does nothing, then goes back to responsive and Youtube video becomes just a green screen, then have to reload the page for it to work. This seems to be a hardware acceleration problem, every other browser works perfectly, even edge works superb in 4k videos. If I'm not mistaken, nvidia added support for vp9, but something is not right. (Tried cleaning everything, even reinstalling different versions 32 and 64 bit, still the same.)

My hardware:
G3258 Stock Clock
GTX960 2Gb
8Gb DDR3 Ram

The text was "[redacted], if you can consistently repro the crash, please go to chrome://crashes, find and report the crash ID (it may also named Server ID) which is 16 digits number.
while Chrome is hanging, I see the play button is not pressed, can you press Play to make sure the video is not accidentally in pause state?"
Now using H264ify extension, everything is working fine with it. So the problem seems to be with VP9.

Clean installed win 10 creators update, latest nvidia drivers, current stable chrome version but still same issue just that green screen doesn't occur anymore, attaching the text of "chrome://GPU" thing while did this video, it has that error line at the end.
