other pages open with out permission

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. close windows 
2. restart computer 
3. shut computer off for a few min

What is the expected behavior?

other pages open up

Tested the issue on Chrome Stable# 54.0.2840.71 on Windows and could not reproduce the issue.
@herbanicest44 -- Could you please navigate to chrome://crashes and provide us the Crash ID, which would help us triaging the issue further.
