No root password and ssh access after update on speedy veyron

Reported by ponymarz...@gmail.com, Oct 22 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8872.15.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.17 Safari/537.36
Platform: 8872.15.0 (Official Build) dev-channel veyron_speedy

Steps to reproduce the problem:
1. Switch to developer mode
2. Set root password
3. Ensure that you can't get root access with sudo/su

What is the expected behavior?
sudo and su should accept root password

What went wrong?
After powerwash I set root password then open terminal to get root access, but sudo and su don't accept my password. I found workaround: I connect to my Chromebook via ssh with username root and root password, then I do "passwd chronos" to set the same password. It helps to get root access locally. But each update ChromeOS resets my password and switch ssh access off. It forces me to powerwash my Chromebook again.

Did this work before? N/A

Chrome version: 55.0.2883.17 Channel: dev
OS Version: 8872.15.0
Flash Version: Shockwave Flash 23.0 r0
