hover menus don't work on websites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. go to zillow.com 
2. hover mouose over "Buy" on main menu
3. secondary menu does not appear like it does on other browsers

What is the expected behavior?
A large secondary menus should appear with options relating to  "Buy" or whatever category that the mouse hovered on in the main menu

What went wrong?
Hover menu does not work

Did this work before? No 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

This is on a new Dell XPS with newly installed Chrome. I tried uninstalling and reinstalling, but it did not work.

Unable to reproduce the issue on Windows 10 using chrome stable #54.0.2840.71 and latest canary #56.0.2899.0.

Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to zillow.com 
2. Hovered mouse over "Buy" on main menu.
3. Observed that secondary menu with options relating to "Buy" appeared as expected.

silas.clark@ - Could you please check this issue on latest canary #56.0.2899.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
