cr50: case closed debug needs feature parity with yoshi header

Issue description

Type of hardware   :  cr50

It's expected that at some point, case closed debug will replace the servo flex header in the Chrome OS regression lab. However, currently cr50 CCD doesn't support the full feature set. 

It's likely that this will involve firmware changes on cr50 as well as servod and autotest software development. 

This bug blocks deployment of case closed debug in the regression lab and removal of servo header on regression machines

As a note, the current partial CCD implementation is available using:
sudo servod -c ccd_cr50.xml

no this is a bug to keep of issue with servo v4.
