Issue descriptionMake it easier to reproduce & debug. Context is https://docs.google.com/document/d/1KzPTGYToPJXpCgX1HG8EcIF6Xy7RBYlKaqPpGl-tGeY/edit# One idea which was proposed was to allow logging into the bot to reproduce the problem & debug there. I've heard this idea before; I'm not sure how much progress has been made on this, and I know infra team has done this every once and a while, but it would be nice to be able to let chromium devs do this as well. dsansome@, I know that one of the SRE's made a tool which allows ganpati access, right? That's relevant to this. Leaving as available, as I'm not sure if we want to work on this right now.
