Autofill settings: Make sure you can't add an invalid credit card.

Issue description

It's currently possible to add an expired credit card in the settings. This experience is less than ideal.

Actually, I think we should consider whether we even make expiration mandatory. For example, for union pay cards, it's not a requirement.

But I agree that if you're adding a credit card, you shouldn't be able to add an expired card.

What would be the actual ideal flow here?  I was going to investigate adding a validation check for expired cards, but the settings local credit card dialog doesn't seem to validate much since it lets me:

- Add a card with a name but no actual card
- Add a card that doesn't pass the Luhn check
- Add an incomplete card number (like "4")
- (on Linux but not Android) Put letters and symbols in my card number ("Visa ⋯&A%B")
- Add as many duplicates of the exact same card as I want
