[gFeedback] : New 3 dots menu icon transitions are confusing

Issue description

Version: M54
OS: Windows, Mac, Linux

It seems like 3 dots menu changes to different icons for different reasons but this behaviour is causing confusion amongst users who believe 3 dots menu icon just disappeared.

In all these cases people assumed that 3 dot menu icon just disappeared

I am guessing menu icon change is a part of material design, not sure though.

Adding appropriate labels for tracking purpose.

(Hi all! I'm the Chrome help center writer :) Jumping in here to share my $0.02.)

Just wondering whether this been UX-tested and vetted with users by Product? Are we seeing users on M54 Beta channels speaking out in gCon feedback channels about this?

Anecdotally, this has been extremely confusing for internal Googlers: the gCon team is fielding questions as our coworkers hit various Chrome updates/extension changes. From what we've experienced, it's not a jump to predict lots of user confusion & frustration as this rolls out publicly.
