Setup better monitoring of Perf bots for perf sheriff & trooper

The infra team does have alerts for a high ratio of infrastructure failures on a waterfall. They did not fire, mainly because "List Perf Tests" failed red, rather than purple, so it wasn't counted as an infrastructure failure.

The perf waterfall also has a large number of infra failures, basically all the time, due to devices being offline. Although, that might be getting better soon thanks to bpastene@'s ticket filer, and swarming work?

Dave, do you know if we ever didn't turn on alerting on infra failures for chromium.perf?
