Harmony - disabled buttons should comply with opacity spec

Issue description

Canary 56.0.2896.3

The Remove button's text is black, and it has a darker border than the Block button.

This is on Windows - assuming also Linux and CrOS. It does not happen on the Mac.

OK, I realize now that the Block button is disabled, so that's why it looks different. I think what's throwing me off is the text is darker than I expect for a disabled button.

That disabled button definitely isn't "opacity 0.38" as specified on https://folio.googleplex.com/chrome-ux-specs-and-sources/Chrome%20browser%20(MD)/Secondary%20UI%20Previews%20and%20specs%20(exports)/Spec#%2FSPEC-secondary-UI-04a-buttons-light-theme.png%3Fz=width .

It looks like it's about 0.57 (although I'm not even sure it's using alpha-blending at all -- it might be using a manually-computed color).

I think Windows also uses a bold font? If so that might be the root cause. If so, UX should decide if it looks OK.
