Also - couldn't we just do what we already for chromium waterfall bots, which is send emails to chrome-troopers-alerts@, but instead send them to where SoM can consume them? What signals do we want to alert on?

https://sheriff-o-matic.appspot.com/chromium.perf gives a wall of text, then you can see "Stale builders" down a ~5000px page. There's currently 2. IMHO if the perf sheriffs don't care, ...

What should SoM do differently here? Put stale builders at the *top* of the chromium.perf page, since apparently those are more important than the other failures now for chromium.perf?
