Steps to reproduce:

1- Go to Autofill Settings page.
2- Add a complete and an incomplete address (like, omit the street address).
3- Create a credit card and assign a billing address. It suggests both addresses.

In Payment Request. With the same steps 1 and 2 as above.

- go to rsolomakhin.github.io
- select worldwide single shipping option
- click in the payment section
- assign a billing address to the credit card. Only the complete address is suggested.

[Autofill] Only show full street addresses in credit card editor

We should only show billing addresses which have complete
street addresses in the autofill credit card editor to match
the behavior in PaymentRequest's editor.
