What steps will reproduce the problem?
(1) https://www.propublica.org/article/google-has-quietly-dropped-ban-on-personally-identifiable-web-tracking
(2) Scroll down slowly with trackpad
(3) Scrolling stops

What is the expected output?

Scrolling should still be possible until the end of the document. Instead, scrolling no longer works. However, if one switches tabs or to another application and returns to the page, scrolling works again, for a few moments, and then it stops working again.
