Facebook.com not showing up in First Meaningful Paint

Issue description

Version: Linux Desktop ToT

What steps will reproduce the problem?
(1) Instrument metrics_web_contents_observer.cc to LOG(ERROR) the FMP notifications
(2) Go to https://facebook.com
(3) Notice that the FPM value is always empty for facebook.com

What is the expected output?
A FMP value

What do you see instead?
An unset value

Other sites seem to eventually report, but facebook doesn't, even though it has idle periods on the network.

Note that this is for my signed in page.
FMP is reported upon 2 seconds of no network activity, but the Facebook signed-in page never reaches this condition as its chatbox uses long-polling.

We need to adjust FMP's "network stable" condition somehow.
