No translation for save/cancel buttons in page save dialog

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/53.0.2785.143 Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Set non-English (e.g. Russian) language for browser
2. Open any page
3. Press Ctrl-S

What is the expected behavior?
Save/Cancel buttons should have translated labels (e.g. Сохранить/Отмена)

What went wrong?
The text is in English

Did this work before? N/A
