Bookmark star case sensitive

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Steps to reproduce the problem:
1. 
Navigate to and bookmark url:
https://thepiratebay.org/user/vtv

Notice now the bookmark star is indicating url exist in bookmarks.

2. 
Navigate to url:
https://thepiratebay.org/user/VTV

Pay attention to the upper case 'VTV'.
Notice the bookmark start doesn't indicating url exist in bookmarks.

What is the expected behavior?
Urls isn't case sensitive so bookmarks should not be case sensitive either.

What went wrong?
Bookmarks are case sensitive.

Did this work before? N/A 

Chrome version: 54.0.2840.59  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

I've confirmed the bug is exist in 'Version 56.0.2896.3 canary'.
 
I forgot to mention that you can bookmark the upper case url. It will not overwrite the lower case url that is already bookmarked.
Which will give you two bookmarks pointing to the same url.

Tested on Mac OS 10.11.6 , windows 10, linux 14.04  using chrome stable M54 #54.0.2840.71 and issue is reproduced.

Issue is seen from M30 #30.0.1549.0 , hence it is non-regression issue and marking it as untriaged.
