Scrolling disappears after display:none

Reported by mister.s...@gmail.com, Oct 21 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Create iframe. Width and height of content into iframe must be bigger then iframe. When page loaded you can see scrolling.
2. Set css style for iframe display:none
3. After 1 second set style display:inline. Scrolling disappeared but I can sroll by mouse wheel

What is the expected behavior?
Scrolling must stay.

What went wrong?
I don't know.

Did this work before? Yes 53

Chrome version: 54.0.2840.71 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Working demo https://jsfiddle.net/w020ojpy/
