<audio volume=0 src="foo"></audio> doesn't set volume to 0

Issue description

Google Chrome	55.0.2883.17 (Official Build) dev (64-bit)
Platform	8872.15.0 (Official Build) dev-channel link

What steps will reproduce the problem?
(1) Go to a web page that contains <audio volume=0 src="foo"></audio> where foo is an actual audio file URL
(2) Open DevTools and enter "document.querySelector('audio').volume"

What is the expected output?
It should be 0.

What do you see instead?
It is 1.

volume isn't a content attribute of the media element. You can only interact with the volume by setting volume from script. From HTML, you can only mark the element as muted (see defaultMuted).
