MD Settings: contrast on paper-toggle-buttons is low

Issue description

Version: 56.0.2897.0 (Official Build)a4f1bcb79fa4f7a39cb7796fba3670608008c88a-refs/heads/master@{#426673} (64-bit)
OS: Mac (10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings and click on Advanced link at the bottom.
2) Now press Tab key till focus is on enable/disable slider for autofill settings in Password and forms section.
3) Observe the slider focus.

Focus is seen very faint on slider.

Focus should be properly seen on slider.

This is a Regression issue broken in M-54, below is the bisect info
Manual bisect:

Unable to reproduce the issue on mac 10.11.6 chrome version 56.0.2923.0

With response to comment #4: Above issue is not reproducible on latest Canary Chrome version: 56.0.2923.0 on Mac (10.11.6, 10.12.1) and is working as intended.
Status: WontFix (was: Available)
