Regression: Textbox not rendered properly on www.homedepot.com

Version: 55.0.2883.22
OS: Linux Ubuntu 14.04, Mac OS 10.11.6 and Windows-10

What steps will reproduce the problem?
(1) Launch chrome and go to  www.homedepot.com 
(2) Scroll to the bottom and observe the email address text-box rendered.


What is the expected output?
> Text box should be properly sized.

What do you see instead?
> Text box is not rendered properly.

Please use labels and text to provide additional information.
> This is regression issue broken in M-55 as this works fine on the latest stable(54.0.2840.71).
> Issue is seen across all OS and on the latest canary(56.0.2897.0) as well.
