Regression: [MD History] Tooltip is not displaying for 'Main menu' icon.

Chrome Version: 56.0.2897.0 (Official Build)a4f1bcb79fa4f7a39cb7796fba3670608008c88a-refs/heads/master@{#426673} 32/64-bit.
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Resize the browser from RHS to LHS such that 'Main menu' icon appears at header.
3. Now, hover the mouse pointer on 'Main menu' icon and observe

On hovering the mouse pointer, Tooltip is not displaying for 'Main menu' icon.
On hovering the mouse pointer, Tooltip should display for 'Main menu' icon. 

This is a regression issue, broken in M-55 series, below is manual regression range,

Good build: 55.0.2867.0
Bad build: 55.0.2868.0

dbeam@ Issue is still repro on chrome latest Dev #56.0.2900.0. Since this issue is marked as P1 can we get any update on this bug if it's related to your change.

you want ... double tooltips? DUN DUN DUN!

(this is intentional. showing a title would cover up the "You can clear browsing data from this menu" tooltip that's already showing)
