Bookmarks bar can not be reached by tabbing

Issue description
Chrome Version : 52.0.2743.82 (Developer Build) Built on 8.5, running on Debian 8.5 (64-bit)
URLs (if applicable) : New Tab
Other browsers tested: N/a
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue: N/a
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1) Open new tab, see bookmarks at top of page, cursor is in address bar
(2) Hit 'tab' on keyboard
(3) Tab skips bookmarks and highlights 'Gmail' initially
What is the expected result?
Considering the clickable items on the page starts with the bookmarks, ideally the bookmarks should be highlighted first.
What happens instead?
Highlight goes from address bar to first link on page, skipping the next sequential options under the address bar.

This isn't really specific to the NTP, the bookmarks bar just generally isn't part of the regular tab order. I'm guessing that's probably intentional: If there are lots of bookmarks, then getting to the actual page would be quite hard. Maybe someone working on bookmarks can comment and give more details.

As per Marc's c4, having to tab through all the bookmarks would be awful. Can someone from accessibility comment on what the right thing is for bookmarks in terms of being able to tab into them without having to do that on every page load? |
