Regression : Message is seen Missing on clicking 'Administrator setting' info icon in chrome://md-settings/help/details page

Version: 56.0.2895.0/8918.0.0 Wolf,winky and panther
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to second user -> Go to chrome://md-settings/help/details page 
(2)Now at 'Channel' click on 'Administrator setting' info icon beside 'Change channel' Button and observe for info Message (Please refer Video)

Expected: Info Message should be seen on clicking 'Administrator setting' info icon
Actual: Instead info Message is not seen

This is Regression Issue as same is working fine in chrome://settings page i.e.Info Message is seen.

We do have an indication that it is policy controlled and the change channel button is disabled, but we don't show a message. @dbeam, can you add this?
