OS: Windows (7,8,10), Mac (10.10.5,10.11.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/siteSettings/cookies
2. 'Toggle off'/Disable the first slider for blocking the cookies and observe disabled second slider length.

Actual: Unnecessary disabled slider seen elongated after blocking the cookies.
Expected: Disabled slider should not elongated.

This is non regression issue, this is new feature introduce in 'M 56'(56.0.2897.0)

Note: Will soon update the Linux OS info.
