Regression: Unwanted scrollbar is seen in "Connect to Network" screen.

Issue description

Version: 56.0.2895.0/8918.0.0 dev-channel Wolf,Peppy.
OS: Chrome OS

What steps will reproduce the problem?
(1)(Recover OS via USB >>Go to network setup overlay and Observe unwanted scrollbar when only few available networks (Please refer screenshot).

Expected: No such scrollbar should be seen in network setup overlay when only few available networks are displayed.
Actual: Instead unwanted scrollbar is seen.

This is Regression issue as no such unwanted scrollbar is seen when only few available networks are seen in 54.0.2840.68/8743.69.0 Beta channel butterfly.

Note: 
1.Issue is not seen in same chrome version Winky.
2. Issue not applicable to Linux and Windows.

@stevenjb: Please confirm the behavior.

Steven, it looks like the problem is that list items are not constructed.

I added debug to listChanged_()and it actually has full list of networks and custom items. Thus the size of the scrollable area is set to match the full contents, but items after the first three are not constructed. They will appear in a few minutes by themselves.

But calling manually (from dev tools) updateScrollableContents() helps.

This is also reproducible on a desktop. You can just start new OOBE and proceed to network selection. You will see the exactly the same picture.

I can try to look at this but I'm focused on Settings specific issues right now, so if this is a priority then someone working on oobe/login needs to take this on.

I'm not seeing this in ToT. We made a change to cr_scrollable_behavior.js that should have fixed it.
