Regression: Focus highlight is not visible on slider on Md-settings after switching tab.

Issue descriptionChrome Version:56.0.2897.0 (Official Build) a4f1bcb79fa4f7a39cb7796fba3670608008c88a-refs/heads/master@{#426673} OS: Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/passwords 2. Press 'Tab' key such that focus reaches on slider and then open New tab. 3. Navigate back to previous tab that is chrome://md-settings/passwords page and then Observe focus ,hit 'Spacebar' key. Actual:1. Focus highlight is not visible on slider and after switching tab 2. After hitting 'Spacebar',slider gets shifted (workable). Expected: Focus should be seen on slider. This is regression issue, broken in 'M 55' and below is manual bisect: Good build:55.0.2875.0 Bad build:55.0.2876.0 Note: Issue is not seen on Mac OS and will soon update the Linux OS info.

Tested the above issue on Windows 7 with the below steps : 1. Launched chrome and navigate to chrome://md-settings/passwords 2. Press 'Tab' key such that focus reaches on slider and then opened New tab. 3. Navigate back to previous tab that is chrome://md-settings/passwords page 4. Observed that focus is not seen on the slider where we left the focus 5. Hit 'Spacebar' key , observed slider moves left /right Observed same behaviour in both good and bad builds(Good build:55.0.2875.0 ,Bad build:55.0.2876.0). Please find the attached good and bad builds (above mentioned) screenshots for reference. Please recheck and update the thread & let me know if i miss anything to reproduce the issue. Thanks.

With response to comment #3: Correction: This is a non regression issue, seen from 'M 49' (49.0.2575.0) In previous builds, slider for autofill and passwords was not there.

It seems like if the user is navigating via keyboard, we should keep focus highlights.
