Issue description(See http://www.chromium.org/blink#launch-process for an overview) Change description: This user-select:contain value allows authors to specify which elements in the document can enclose user selection. Changes to API surface: Support the user-select:contain value. Links: https://www.w3.org/TR/css-ui-4/#propdef-user-select Support in other browsers: Internet Explorer: Support as 'element' value. Firefox: No support Safari:No support *Make sure to fill in any labels with a -?, including all OSes this change affects. Feel free to leave other labels at the defaults.

This issue has been automatically relabelled type=task because type=launch-owp issues are now officially deprecated. The deprecation is because they were creating confusion about how to get launch approvals, which should be instead done via type=launch issues. We recommend this issue be used for implementation tracking (for public visibility), but if you already have an issue for that, you may mark this as duplicate.
