MacViews: stacked_tab_strip_layout shouldn't be in the mac_views_browser build

Issue description

Chrome Version       : 55.0.2883.11
OS Version: OS X 10.11.6

What steps will reproduce the problem?
1. Build with mac_views_browser=true
2. It compiles stacked_tab_strip_layout.* and tests which is for touch interfaces, and won't get used on Mac.

I looked at this a bit - WontFix. While this code isn't used on Mac, it is deeply integrated into TabStrip and adding the needed ifdefs to compile it out at every point would be a very heavy cost in terms of code complexity.
