Issue descriptionThe gcc-libs package ebuild depends on the src/third_party/gcc tree, which is no longer the correct GCC source tree for ChromeOS. gcc-libs needs to be updated to use src/aosp/toolchain/gcc/gcc-4.9

The ChromeOS GCC compiler has migrated to pulling its sources from the Android/AOSP repository, but until now gcc-libs has continued using the old GCC repository. This CL updates gcc-libs to use the same GCC sources that the ChromeOS GCC compiler uses. BUG= chromium:658087 TEST=Emerged sys-libs/gcc-libs for daisy, elm, falco and x86-alex. Ran trybot tests with this CL for veyron_jaq, elm, falco and x86-alex.
