HotwordPrivateApiTest.OnDeleteSpeakerModel flakily timing out on debug

Issue description

I don't know how long this has been going on.  The test file has not been touched in a while; ->kcarattini, the last person I see having made any substantial change, in hopes of better triage.

Matt, do you care if there's a flaky hotword test on linux? This is part of the always-on infrastructure that is Chrome-OS only. Otherwise we should restrict the test to ChromeOS.
Looks like it's timeouting flakily on all platforms, including ChromiumOS, so restricting the test wouldn't help.

But yes, we should restrict the test anyway since this is only used on ChromiumOS.

This was disabled earlier today on r428729 on OS_LINUX... which I believe is an overshoot as that will also disable it on ChromeOS. I'm still confused since Peter's report was flaky timeouts, and this other bug seems to be a browser crash.

The crash seems to have happened twice only:

I don't know why this would start happening now. Kendra: Can you disable the test (in fact all the tests in that file) on all platforms other than CrOS?
