Build Chromium:
(1) Checkout LKGR #425712 of Chromium (or tip)
(2) Change "num_sandboxed_services = 3" in src/chrome/android/java/AndroidManifest.xml
(3) Build chrome_public_apk
(4) Install on device

Steps to reproduce:
(1) Open chromium with 1 tab
(2) Tap the Wikipedia favicon (or type any URL) to navigate to the URL
(3) Tap menu > + to open a new tab
(4) Tap the Wikipedia favicon
(5) Repeat steps (3) & (4) until tab count is 3
(6) Tap menu > + to open the 4th tab
(7) Tap the Wikipedia favicon

Expected result:
The URL should load on the 4th tab

Actual result:
The URL does not load on the 4th tab. No other URLs load on that and subsequent tabs.

The problem seems to be that onServiceDisconnected is not called in this scenario. Chromium shouldn't be relying on onServiceDisconnected after unbindService.
