Hide "Strategy" and "Topic" labels from metadata

No one in chromium is going to need them, so let's hide them with the chromium plugin.

I added support for Topic in depot_tools and it is being used in Skia.
Strategy is used to know how the change will be landed. So if you switching between different projects it is useful information to have.
