Requests made in one tab show up in another tab's network tab!

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2896.0 Safari/537.36

Steps to reproduce the problem:
1. Open http://withjoy.com in 2 separate tabs and open the network tab in both these tabs. This site has a service worker here - https://withjoy.com/dexecure-1e28bf0258-01.js
2.  Reload one tab

What is the expected behavior?
The network request made by the service worker should be shown in the developer tools of the same tab. 

What went wrong?
Instead the network request made by the service worker is shown in the other tab instead!

Chrome version: 56.0.2896.0  Channel: canary
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

unable to reproduce the issue on Windows-7, Mac-10.11.4 and Linux ubuntu-14.04
using chrome stable version 54.0.2840.59 and Latest canary 56.0.2896.0 with below steps
1.opened chrome
2.opened the page "http://withjoy.com" in separate tabs and opened the network tab in both these tabs
3.Reloaded one tab and observed that the network request made by the service worker is shown in the same tab.
Please find the attached screencast and let us know if anything missed here.

Ok can you try in this exact specific order?
Tab 1 - Open dev tools network tab on a new tab
Tab 1 - Then enter withjoy.com in the URL bar
Tab 2 - Open dev tools network tab on a new tab
Tab 2 - Then enter withjoy.com in the URL bar
Tab 1 - Clear network requests
Tab 2 - Reload
Tab 1 - See the requests made by service worker controlling tab 2

It does not look like that page has a service worker any longer. Cannot reproduce.
