Dragging bookmarks broken for inter-folder dragging and permanently breaks Linux UI

Issue description

Version: Google Chrome 54.0.2840.59
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Drag a bookmark from a folder to another folder

What is the expected output?
The bookmark lands in the destination folder

What do you see instead?
(See attached video) The bookmark stays in the source folder and permanently breaks resize cursors.

This is tested working on Mac and Windows.  I don't know if this affects ChromeOS.
A bisect has this range:

jonross@ Can we land a revert of that CL into M54 asap and try to land a fix on ToT?

That suspected change is correct, however it is not a clean revert on 54. There were follow up CLs that build on top of that.

A fix has already been landed and merged into 55.

This is too late for M54, we already shipped the last stable refresh 54.0.2840.71, barring a critical regression.
