Please add a popup dialog box to downloads (Open or Save)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Steps to reproduce the problem:
1. I want to download or save file.
2. No popup dialog box which asks.
3. I want a popup dialog box before save, which ask: Open or Save File.

What is the expected behavior?
A popup dialog box before download, as use Mozilla Firefox!

What went wrong?
No dialog box, only auto save.

I attach image I demonstrate what I want!

Did this work before? No 

Chrome version: 54.0.2840.59  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Able to reproduce this issue on Mac 10.12.2, Win-10 and Ubuntu 14.04 using chrome reported version #54.0.2840.59 and latest canary #58.0.2989.0.

This is a non-regression issue as it is observed from M30 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Unless I'm misunderstanding this bug, we already have this option in Advanced Settings section: "Ask where to save each file before downloading".
