Command API not working correctly on macOS

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1.  Load the sample extension provided here in macOS: https://developer.chrome.com/extensions/samples#search:commands
2. Open "Keyboard shortcuts for Extensions and Apps"

What is the expected behavior?
cmd + shift + F should show as the shortcut for "toggle-feature"

What went wrong?
It doesn't register the shortcut. It either shows blank, or the shortcut is assigned to "Activate this extension"

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: stable
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

It works fine in Windows

Able to reproduce this issue in Mac 10.12 with chrome version 54.0.2840.71

These are the steps i followed during the executing scenario
(1) Download and load the extension from the provided URL.
(2) type the following command "cmd+shift+F" 

Observed that Mac OS didn't accept the command.
Tested the same scenario in Mac 10.12 with chrome version 30.0.1549.0 and noticed that web went into full screen mode.

where as in Windows 10 by typing "ctrl+shift+F" 
it will display a message in the extension "This is a sample browser action popup."

Since this issue exists from M30 - 30.0.1549.0, considering this issue as non-regression and marking it as untriaged.

In the Mac OS for both M30 and M54 chrome versions, when we type following command "ctrl+shift+F", it will display a message in the extension "This is a sample browser action popup."
