Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36 Steps to reproduce the problem: 1. Load the sample extension provided here in macOS: https://developer.chrome.com/extensions/samples#search:commands 2. Open "Keyboard shortcuts for Extensions and Apps" What is the expected behavior? cmd + shift + F should show as the shortcut for "toggle-feature" What went wrong? It doesn't register the shortcut. It either shows blank, or the shortcut is assigned to "Activate this extension" Did this work before? N/A Does this work in other browsers? Yes Chrome version: 53.0.2785.143 Channel: stable OS Version: OS X 10.12.0 Flash Version: Shockwave Flash 23.0 r0 It works fine in Windows
