Crash 10 seconds after startup on Windows Canary 56.0.2896.0

Project Member Reported by msw@chromium.org, Oct 20 2016

Issue description

Crash 10 seconds after startup on Windows Canary 56.0.2896.0

On Win7 + 56.0.2896.0 (Official Build) canary (64-bit):
1) Start chrome; try use it or just wait ~10 seconds.
Expected: Chrome doesn't crash right after startup :)
Actual: Chrome consistently crashes 10 seconds after startup.

about:crashes lists numerous entries from today, the most recent is:

Crash report captured on Thursday, October 20, 2016 at 12:41:09 PM (upload requested by user, not yet uploaded)

It's not able to upload in time before crashing again I guess.
Possibly a dup of Issue 655949, but I don't have a stack/info...

Getting the exact same problem. Hung my entire system and had to hard restart my PC. Upon starting again I was stuck at "please wait" (windows 10). had to go to safe mode and uninstall canary 56.0.2896.0 at which point my machine started again.

After re-installing canary 56.0.2896.0 the browser now starts but crashes within 10 seconds.
