Display settings: visual glitches

Issue description

Version: 55.0.2878.0

The separation of the display boxes can be too small or too large. The exact reproductions are resolution-dependent.

At the default samus resolution (not native): 
0. Have internal display as primary
1. Have internal display above external display
2. Select internal display

Actual: Internal display selection border is occluded by external display.

At 1440x956 on samus: Same steps as above.
Actual: Extra whitespace between displays.

On an external monitor, the steps are similar but the effects are reversed.

Also: When changing resolutions, the positioning of displays should be re-calculated so there isn't extreme distance between them. Sometimes, even closing the tab and opening a new instance doesn't properly position the displays (see attached).

malaykeshav@ - You made some changes to the display borders and alignment a while back, can you check to see if this is still an issue and either fix this or confirm with UX that we don't need to? Thanks!

#1 - The distance resets when refreshing the page. I am unable to reproduce this on the emulator. michaelpg@ are you still facing this issue on samus?

Also the primary issue with border overlap should not be a problem as the distance between screens have increased and there is no overlap possible with current border dimensions.
