Issue descriptionLinux downloads bar layout and z-ordering problems On Ubuntu 14.04 LTS with Chrome 55.0.2883.18 (Official Build) dev (64-bit): 1) Start a download that causes a prompt, eg: http://symless.com/download/file/?file=synergy-v1.8.4-stable-a6ff907-Linux-x86_64.deb 2) Shrink the browser window vertically as short as possible. Expected: Minimum size includes download bar, or some reasonable layout. Actual: Downloads bar and buttons overlap bookmarks and omnibox with odd z-ordering. See attached.

if you make the browser window too narrow, it also looks ridiculous and broken. On platforms where we can enforce a minimum size, we do. On platforms where we can't, we don't worry much about it because there's no way the browser window would be useful at that size anyway. I don't think I'd personally be in favor of adding any complexity to better handle this (e.g. code for a banner).

Agreed, but it might make sense to fix z-ordering or clamp the download bar height or something.
