Transition from a detailed to a default view in the Ash system menu with left arrow or Esc keys

Project Member Reported by tdander...@chromium.org, Oct 20 2016

Issue description

In the Ash system menu, allow transitioning from a detailed view (e.g., list of available networks) back to the default menu view by using either the [left arrow] or [Esc] keys.

I was thinking this would be consistent with the other menus behaviour and can be done without fully merging the code path for menus with the system tray (which may be desirable but would be a bigger effort).
I don't see any problem with that.

I think Esc is higher priority than left-arrow.

When we add left-arrow support, we should also allow entering a detail view with right-arrow.
