Force Touch on Keyboard shows two lines on Omnibox

Project Member Reported by jasonkliu@chromium.org, Oct 20 2016

Issue description

App Version (from "Chrome Settings > About Chrome"): 56.0.2896.0 canary, also in M54 beta, M56 dev, M53 stable
iOS Version: 10.0.1 beta 4
Device: 6S

Steps to reproduce:
1. Click in the Omnibox
2. Force Touch on the keyboard to move the cursor back and forth.

Observed behavior:
Cursor moves back and forth on two lines (first half of video).

Expected behavior:
Cursor moves back and forth on one line of text (second half of video, GBoard).

Frequency: 5/5
<number of times you were able to reproduce>

Additional comments:
Bug does not exist in GBoard 1.2.0.5418.
I'm not sure what other keyboards implement this 3D Touch behavior.

It's a GBoard limitation, see 2nd paragraph
of http://www.theverge.com/2016/10/19/13332216/google-gboard-iphone-keyboard-3d-touch-cursor
